What is it?
The state phase setting allows course authors to configure whether phases should be locked (i.e. inaccessible to a student) or unlocked by default.

Settings
- Initially Locked? (Checked): If checked, the current phase will be locked until the prior phase has been successfully submitted by the student.
- Initially Locked? (Unchecked): If unchecked, the current phase will be openly available for students to interact with at any time.
